[UCIMC-Tech] Mailman is sending out reminders frequently

Hi Phil,

I did just get a couple of other reports that mailman is sending out 
erroneous admin messages. I'm not sure yet what the issue is, but I'm 
working on it and will let you know as soon as I have it figured out.
