[UCIMC-Tech] Local and Global Newswires Swapped

Sometime this morning, the newswires on the right side of the IMC 
mainpage were swapped around. The Local Newswire is now below the Global 
Newswire....

Well, now they're back as they should be, but with only three posts in 
each. Guess someone's working on things as I write...?

Yep, cool new stuff appears....

Finally, Global still ended up on top on the right side. Don't we want 
to keep Local Newswire at the top?
