[Imc-web] Small Capital Campaign Gripe

The logo in the upper left hand corner is fine to be the "take me to
the capital campaign" button on the home page, but on pages displaying
articles themselves, it used to function as the "take me back to the
main UCIMC page" and now does not.  I've clicked it at least 10 times
now out of habit to take me back home, so I expect I'm not the only
one...
