[Imc-web] Robert Vickrey article -> feature

Okey, dokey.

The website editor screens are acting really weird in general since Dan 
worked on it this morning when I use my usual browser, Netscape 7.2. It 
works fine with Firefox. Maybe that is what caused this. I dunno.
