The article addresses an important safety issue in the community. There 
has been no coverage of this problem in other media and those 
responsible seem unwilling to bring to bear the resources needed to 
protect children. It appears that there are no grants or other available 
financing, although local government often makes a big deal out of 
snagging grants in the name of "protecting children." It's clear that 
this is yet another case where the interest in protecting children is 
spasmodic and as much about addressing the internal priorities of local 
government than it is about taking basic action in the best interests of 
children.
