[Imc-web] HTML is not working in text entry

Manually-entered hyperlinks are not formatting properly in published
stories.  Instead, the full HTML code is showing up (ala <a href=".....>).
Is there a control to toggle this on/off that I am not seeing, or is this a
bug?
