A little more info:
Correction: The graph is one that compares township assistance funding,
not traffic stops.
Here's the error message that you get when you aren't logged in and
attempt to post:
"The reCAPTCHA PHP library <http://recaptcha.net/plugins/php/index.html>
was not found. Please install it into /modules/recaptcha/recaptcha/."
