[Imc-web] featured announcements

Brian,
On the sidebar menu when you're signed in, Manage Content is under 
Editor Tools. Then Make Sticky is one of the selections under the Update 
options next to the Update button above the articles list. Select the 
Update options by clicking the v in the little box next to the Update 
button.
