I would change the order of the wording to emphasize the differences 
between an event and a story..


      To promote an /upcoming event:/

Create a "Community Event 
<http://www.ucimc.org/node/add/community-event>" or "UCIMC Event 
<http://www.ucimc.org/node/add/event>" if you would like the event to 
appear in our calendars and/or upcoming events listing. You may also 
submit it as a /story/, but /a story should provide additional 
background or contextual information beyond the event announcement/ you 
submit.
