[Imc-web] [UCIMC-Tech] Captchas Gone

Captchas are now on for all anonymously submitted content. I'm
guessing that a specific captcha was turned off by someone in the
editor role, thinking it was just being turned off for them. I've
disabled the "admin captchas" permission for editors so that doesn't
happen again.
