[Imc-web] [IMC] UC IMC Website Redesign

I wanted to note that there are three different conversations going on 
now, all of which are important and related, but which represent 
different aspects of reviving and/or improving user experience of the 
website. To clarify:

* Tatyana's original  call for a site redesign.
* Austin's call for a website that better reflects the diversity of UC IMC
* Brian D's call a better user experience
* I will add my periodic offer to pass along substantial background info 
on the need for defining editing policy (got my notes right here) in 
order to reconstitute an actively functioning web editorial group.

Not sure if everyone is interested in all these issues, but it is good 
to see our very much neglected web presence get some attention. It's 
where this organization started, it's an essential part of being an IMC, 
and it is very much underutilized despite the considerable investment in 
energy and resources required to maintain it and the way in which it 
could be leverage every other aspect of our work.
