*  VOTING EARLY FRIDAY MORNING with many lawmakers absent, the 
   House of Representatives froze 2001 spending on the National 
   Endowment for the Humanities and the National Endowment for 
   the Arts at their current levels. Democrats and some moderate 
   Republicans nearly succeeded in getting both agencies more 
   money, but G.O.P. leaders blocked the effort.
