[Newspoetry] Colin Powell plagiarizes grad student?

Apparently British intelligence stole several paragraphs, paraphrased only
to make Iraq seem more threatening, from a grad student's essay published
in a small journal. Curiouser & curiouser. Does NAFTA make it possible
to sue a government for plagiarism?
