WELL, YEAAHHH?

It would appear to be (is) murder, solicitation to commit murder, not to 
mention the whole concept of an eminent war with enormous known civilian 
casualties, he is a criminal, a war criminal, and should be understood as 
such. Why is this not clearly understood?
