[Newspoetry] CU Cityview

Bob,
There's already some discussion starting at UC IMC about what to do to
fill the hole of arts coverage. If a way can be found to deal with
issues like moderation policy, which is the same issue with the idea of
moving Newspoetry to the IMC, we might come up with something.
