A better reason to oppose this proposed panel:
Nations are not competent to judge whether or not to hold a fellow nation
worthy of investigation.

Think of it. A panel of 47 nations.

What arrangement BETTER ensures that rich nations can manipulate the vote?

Why not start with judges, who are elected from districts across the globe?

No more of this top-down control structure of hieratic nations. Let's go
for justice.

Now for the Justice of the Poem?
*
To judge the nations of the globe
Would be fitting for wearing robe,
The severe black kind may well do
To give justice its demean our due.

But what laws shall they enforce,
For courts are the last recourse,
Before waging war, breaking peace,
Sending helmets to hell's release?

The crimes of nations need define
What acts of nations we decline,
As abusive, to tolerate any more:
Nation from barbarism to restore.

Before the age of Kings came down,
Judges ruled the land and found
The guilty for wrongs they wreck
Like an albatross round our neck.
