Story:  Cheney says you cannot win a war if you tell your enemy the day and time
that you are going to quit.

But, the truth would be, you can't win this Iraq war, anyway, no matter how long
you stay and fight.

 

Hence, setting a date and a time for ending the war does have an effect on the
war -

It acknowledges that the war can not be "won" under any circumstances -

Instead of setting up an irrelevant, false, dishonest and distorting discourse.
