Who knows?  In fairness I should point out that the
police did exactly that, albeit a bit slowly, just two
weeks prior to this incident, when a group of young
men crossed the line and interferred with an interview
in progress.  That is, the police told the boys to go
back and offered to arrest them if they didn't.  I
wonder if Doug thinks those cops acted improperly.

I should also point out that AWARE had our own
designated folks (including me) who should have seen
this problem brewing and intervened more rationally. 
I think we can never expect cops or anyone else to do
this, even if they should.  This is not to let the
police off the hook, but we have to take some
responsibility if we want a peaceful event, in my
opinion.

I think we will probably never know, but we got a hint
when a friend of Lori's asked Lt. Gallo, I believe, a
similar question.  He said that she was lucky she
wasn't charged with a worse offense, then later in the
conversation that "resisting arrest" has a very low
burden of proof and is almost never overturned.  If
this is true, perhaps we can read between the lines:
the police needed to charge Lori since the other woman
refused to press charges, so they chose the most
ambiguous charge with the lowest burden of proof that
might justify wallowing on top of someone on the
ground.
