Kathy's, and others,  treatment during SOA demonstration is not new and not 
particular to this administration.  The procedures are standard operation 
procedures for military personnel who are tasked to respond to any demonstration or 
as they define it a riot. The procedures have been in place and taught for 
over 35 years that I know of by first hand experience. My own military training 
included anti-riot training to practice and master these procedures in 1967 
and then again in 1980 and many times since then. Locally the training was done 
right here in Urbana on University Avenue by Illinois National Guard officers 
assigned to 2nd BN, 130th Inf, 66th Brigade. That training continues today. 
All the procedures recently used at SOA were and are still taught. The laws 
enhancing these actions as far as federal court jurisdiction are from Presidential 
 Decison Directives #39 AND #62 written and placed into full implementation 
by Bill Clinton, Al Gore, and Janet Reno and in fact they authorize use of 
"deadly force".  Patriot Act 1 and 2 just solidfied and made  these directives 
public.
