Actually he's in a the democratic primary for the US senator for
illinois and his literature states:

"The only candidate to publically oppose the War in Iraq"

His website is www.obamaforillinois.com and has some statements on
foreign policy:

Iraq.

Obama was the only Illinois senate candidate to publicly oppose
President Bush's plan to pre-emptively attack Iraq. Even after Obama
challenged them to take a stand, not a single Democratic candidate for
U.S. Senate would adopt a position similar to Obama's. Now that our
troops are in Iraq, Obama will work toward ending deception that has
shrouded our policies and forging international coalitions to share the
burden of rebuilding. Obama will push for a full investigation of the
intelligence provided to the Administration regarding the existence of
Weapons of Mass Destruction and Iraqi efforts to obtain nuclear
materials. He will also fight the cronyism and secret bidding that has
resulted in billions of dollars in contracts going to large corporations
close to the Administration. Obama will strive to restore truth and
transparency to our policy in Iraq.

Israel and the Middle East.

The President's campaign against terrorism neglected the Middle East for
two years; now, the Administration must remain directly involved in
efforts to end the cycle of violence and encourage the principals to
pursue the "roadmap" to peace. As U.S. Senator, Obama will work to
maintain America's special relationship with Israel and do everything
possible to ensure its strength and security as the peace process moves
forward.
