In my estimation, the mayor has indeed finally realized that he was in the
wrong here (or, more likely, he realizes it was a political blunder) and is
in full retreat. In the process, he's scrambling for political cover by
loudly waving around the newly revised Public Access Policies and Procedures
(some of which he publicly rejected before), attempting to pass himself off
as part of the solution (when actually, he has always been the original
source of the problem). Whatever =8-P

I am utterly certain that this "change of heart" would never have come to
pass and it certainly wouldn't have been so dramatic if not for the
overwhelming public turnout. So congratulate yourselves, too =8-)
