Though IANAL, dunno about that.  I think Wendy is right.  Look at the
definition of "Political", as in prohibited political activity,
in the section you're citing, at e.g. page 5 of
    http://www.ilga.gov/commission/lac/PurchasingLaws.pdf
It specifically
   "does not include activities (i) relating to the support or
    opposition of any executive, legislative, or administrative action
    (as those terms are defined in Section 2 of the Lobbyist Registration Act)"
    [or a couple other exceptions which don't apply here]

Note too, re the original topic, that a long-standing violation of
privacy is no less egregious than a recent one.  If anything it's more.
And, for heaven's sake, an overlay pointing to a child, identified or not,
reading "Hit Me"?  That's more than bad taste.  Sounds like incitement.
