A little searching turned up that the relevant law is
60 ILCS 1/30 Annual Township Meeting
60 ILCS 1/35 Special Township Meetings
60 ILCS 1/40 Conduct of Township Meetings
This is the state law relating to township meetings.
The bulk of it is 60 ILCS 1/30, on line at:

    http://www.ilga.gov/legislation/ilcs/ilcs4.asp?DocName=006000010HArt%2E+30&ActID=770&ChapAct=60%26nbsp%3BILCS%26nbsp%3B1%2F&ChapterID=13&ChapterName=TOWNSHIPS&SectionID=11817&SeqStart=12300&SeqEnd=17300&ActName=Township+Code%2E

or, go to
   http://www.ilga.gov/legislation/ilcs/ilcs.asp
and see the "Chapter 60 Townships" link.
The provision for advisory referenda is the very last para of 60 ILCS 1/30.
