Yes, political, rather than economic. (Another "democratic" presence in the Middle East, Lebanon and Israel (no comment) being the others.)

The flyer specifically says that the US doesn't need Iraqi oil for our 
own purposes. In that sense, the decision of American planners (who are 
not fools) to invade Iraq was strategic, rather than economic.
