I would suggest that agressive wars need to be financed. That is done, as Zinn says, by the elites. The elites do not spend warlike sums for the benefit of the downtrodden. Instead, they must convince the downtrodden to fight, kill, and die for the benefit of the elites. So maybe the downtrodden are told that they are fighting to prevent slavery, or maybe they are told that they are fighting to punish the terrorists who brought down WTC7. They have to be made to believe that they are stakeholders in a noble cause; a cause which is invariably a lie. JMO.

Well, we use different nomenclature. Wars fought primarily for the benefit 
of the downtrodden are initiated by the downtrodden themselves, and are 
termed "wars of liberation" or "revolutions". We have one in our own
