See this Mother Jones article about private security firm BBI
(with former Secret Service agents) which spied on & infiltrated
a variety of environmental & other citizens groups in the 1990s,
including getting police to do work for them under cover of badge:

This story is of a single company.  But note that it only became public
after the company collapsed and its main investor, who'd lost a lawsuit
for fraud against the company's principal people, complained to the
press -- and has been trying, not successfully so far, to testify
before Congress.  So these practices are surely not unique to BBI.
