It's a nice thought, but I'm pretty sure you can't arrest the bastards.  If 
diplomats from OTHER countries have "diplomatic immunity" here, don't you 
imagine that our own elected officials have something on the order of 
diplomatic immunity in their own country?  I'm quite sure they do.  Can you 
imagine the Secret Service just standing by and watching while some Don 
Knotts character in Brattleboro arrests the President and Vice 
President?  It's fun to imagine, isn't it?
