The sanctions, air attacks and Serbia were pretty bad. 

Would Gore have started a War on Terrorism, implemented the Patriot Act, or have empowered groups like Blackwater as much? Not as quickly, efficiently, and blatantly. 

But things were set up just perfectly for someone like Bush/Cheney to come in and do these things. It was a matter of timing.

Could Hitler have been as successful in his plan if he had lived at any other time? The events helped create the mad man, and the mad man took advantage of the timing.
