So suppose that a majority of voters don't even discover these referenda on 
the back, or don't vote on them for one reason or another?  Does each 
referendum have to be passed by (a) a majority of registered voters, or (b) 
a majority of those voting in the primary, or (c) a majority of those 
voting on the referendum itself, or (d) some other criterion?
