Yes, but that would violate one of the main purposes of the bailout, which is to swell the coffers of the financial sector (banks, insurance companies, etc.) at the public cost.

After all, when have taxes ever been used for the benefit of those who pay them?

  If you do the math, if that $ 7 trillion were distributed to every household in the U.S. , and let the banks fail, that would come to about $ 70,000 per household.

  So if that money were set-up in a fund and distributed to those in need of mortgage relief ( lowering payment by paying off some of the principal owed ) and giving grants to low-income people to buy homes, there would be little if any fall in housing prices.
