For some reason, this reminds me of a joke that goes something like this (there's an ethnic component which I can't remember and which doesn't matter anyway):
Three men find a genie who is stuck in a bottle. Because they release him, he grants each one wish. The first, a religious man, asks for a round-trip airplane ticket to the Vatican. The second, an eager young twenty something, asks for a winning lottery ticket worth millions. The third, a crafty businessman, asks for 25c and the second guy's phone number.

Yes, but that would violate one of the main purposes of the bailout, which is to swell the coffers of the financial sector (banks, insurance companies, etc.) at the public cost.

After all, when have taxes ever been used for the benefit of those who pay them?

If you do the math, if that $ 7 trillion were distributed to every household in the U.S. , and let the banks fail, that would come to about $ 70,000 per household.
 
So if that money were set-up in a fund and distributed to those in need of mortgage relief ( lowering payment by paying off some of the principal owed ) and giving grants to low-income people to buy homes, there would be little if any fall in housing prices.
