I think it is valid to look at what it is that is that should be prevented.

Without much encouragement or effort, those that were called in to act
on behalf of the US seem to be saying that a) the pirate activities
need to be stopped today, nobody cares about tomorrow b) that those
people doing the pirating are not anything more than evil incarnate,
c) that those innocent shippers have every right to carry monetarily
valuable goods through poor neighborhoods and not pay toll, d) the
rest of the world be damned, and e) the way to prevent the pirate
activities is to defend the poor ships with
death-flinging-weapons-from-a-distance.

And they seem to be saying:
> But [any more complicated plan] would require [too many] resources & effort [and not have immediate effects].
