[Peace-discuss] "Accountability" for Somali Pirates

The implicit meaning of the talk about "accountability," it seems to me, is largely 
just a matter of "who do we blame?"  followed by "who do we punish?" when 
something appears to have gone wrong.  As such, it is often a futile exercise in 
covering one's own behind by Pointing the Finger of Blame.  A more constructive 
response would seem to be  indicated, with the aim of preventing whatever from 
happening again.  But that would require resources & effort.
