On October 1, 2009, The News Gazette listed these goals for the Champaign City Council under the headline: 
 
Council members set sights on ideal Champaign:
 
Tentative goals for Champaign City Council
 -- Preserve the ability to provide basic city services.
 -- Be a model community for environmental issues.
 -- Foster an unparalleled quality of life for all citizens.
 -- Be fiscally responsible.
 -- Showcase city assets and promote the city to citizens and beyond.
 -- Commit to an honest, open and transparent government.
 
     The article also covered these pointss 
     Re ways to improve quality of life: "expanding arts, music, sports, protecting the rights of citizens, making neighborhoods safe, creating and retainin jobs." 
     Mayer Schweighart mentioned fiscal responsibility and open, transparent government. 
     Dave Johnson stressed more cooperation between the city and the university. 
     Kyle Harrison stressed the need for the city to "assist low-income youths and encourage upward mobility."
     All members agreed there was need for ethics, open meetings and two-way communication between the council and public to develop "forward-thinking policies." 
 
 Goals and initiatives were to be refined during the current month of October. 
 
AWARE and community input at tonight's City Council meeting will help the CCC with these goals and initiatives and contribute to the refinement process.
