[Peace-discuss] "Alleged terrorist plot"

"Federal authorities arrested an airport shuttle bus driver and his father in Colorado and another man in New York City on Saturday night, charging them with lying to investigators about an alleged terrorist plot to detonate an improvised explosive against an unknown target in the United States."
 
This is the opening paragraph of a front-page NYT article today. How does one lie about an alleged terrorist plot that does not exist?
 
The FBI--give them their due--actually managed to foil a "plot" that was not the work of an FBI agent himself. Well, not exactly. There's no indication in the article as to any evidence relating what the "alleged terrorist plot" might have been. So we are left with a guy with notes about explosives on his computer.
 
This quote from a Justice Department official is from later in the article: “The arrests carried out tonight are part of an ongoing and fast-paced investigation. It is important to note that we have no specific information regarding the timing, location or target of any planned attack.” 
 
This really defies parody.
