Actually the reason why rural co-ops developed is because power companies
justified not offering electrical services due to the amount of money it
would cost to run wires to these areas. As a result it took the FDR
administration developing the Rural Electrical Administration (REA) which
then made it possible for rural co-ops to get federal loans and funds to
bring services to those areas.

Yes there are strains on the grid, because there is no incentive for power
companies to upgrade their structural systems. In the heat of the summer
there area areas that suffer from 'brown outs' due to the amount of power
that is being used. Our telecommunications policies are still working off of
1930's technology and I can't help but wonder if our utility policies are
outdated as well. Considering the potential to bring cleaner and better
forms of energy to people it says something about this nation that we are
still dependent on coal and oil.
