Champaign County Health Care Consumers (CCHCC) is pleased to bring you the
good news that the Illinois Health Facilities and Services Review Board has
approved the Carle merger plans.

Under the merger, Carle Clinic will become a non-profit health care
provider, and will implement new policies and practices that will greatly
increase access to care in our community.

As part of this merger, Carle Hospital will also acquire the for-profit
Health Alliance Medical Plans.

We at CCHCC believe that this merger -- especially the conversion of Carle
Clinic from a for-profit to a non-profit health care provider -- is the
single best thing that can happen for our community in increasing access to
health care, in large part because the profit-motivated practices of Carle
Clinic that have been so harmful to low-income and uninsured community
members will be coming to an end.

CCHCC is working closely with Carle Hospital and Carle Clinic officials to
develop the new policies and practices that will take effect at Carle Clinic
to increase access. The issues we are working on include the
following:

- Ending the practice of "no-servicing" patients with medical debt;

- Making financial assistance available for Clinic patients (the same great
policies and program that the Hospital uses);

- Developing reasonable payment agreements for patients;

and,

- Ending harmful debt collection practices.

Carle Hospital and Carle Clinic are working with CCHCC and other community
representatives in good faith to develop these practices and policies, and
we have been meeting on a monthly basis to hammer out the details.

While the merger still needs to clear other regulatory approvals, and will
take time to implement, it is heading in the right direction and will be
very good for our community.
