It may seem strange, but it doesn't matter.

I don't think Bush and/or Cheney knew about or participated in planning for the 
9/11 attacks, but if they did, would it any way change their guilt - or Obama's 
- for what Nuremberg called the "supreme international crime" - aggressive war?

Suppose Hitler had guilty knowledge of the Reichstag fire. Would it change our 
estimate of his government's responsibility for war crimes?  --CGE
