Urge the Administration to strengthen the UN Security Council draft
resolution on Iran

From: The Honorable Mark Steven Kirk
Date: 5/21/2010

Dear Colleague:

Please join a letter to President Obama, expressing concern over the
draft UN Security Council (UNSC) sanctions resolution regarding Iran’s
nuclear program. Despite the Administration’s frequent assurances of
“crippling sanctions” on the Iranian regime, the latest draft excludes
a prohibition on gasoline deliveries to Iran, despite the broad
Congressional support for the Iran Refined Petroleum Sanctions Act
(IRPSA).

Additionally, the draft resolution does not prohibit the sale of the
advanced S-300 missile systems from Russia to the Islamic Republic.
The transfer of the S-300 to Iran would undermine our national
security, change the security dynamic of the region, and undermine our
diplomatic efforts.

This letter asks the President to commit to the unilateral enforcement
of IRPSA and the inclusion of the S-300 in the list of prohibited
transfers to Iran under the UNSC resolution. To join, please contact
Igor Khrestin with Mr. Kirk’s office (x54836).

Sincerely,

/s/

Mark Steven Kirk

Member of Congress

The Honorable Barack H. Obama

President of the United States

1600 Pennsylvania Avenue NW

Washington, DC 20500

Dear Mr. President:

We write to you with concern over the recently released United Nations
Security Council (UNSC) draft sanctions resolution with regard to
Iran’s nuclear program.

By ignoring our bipartisan calls for an international restriction of
gasoline to Iran – by far the most significant economic lever we hold
over the Islamic Republic – we believe this sanctions policy will once
again prove ineffective.

The Administration has repeatedly said it is committed to “crippling
sanctions”, but since the current draft UNSC resolution does not
include a prohibition on gasoline deliveries to Iran, we ask you to
commit to the unilateral enforcement of the Iran Refined Petroleum
Sanctions Act (IRPSA).

Furthermore, we write with concern over one additional provision of
the draft UNSC resolution that would turn this sanctions policy from
ineffective to inexcusable.

Section C, Paragraph 8 of the resolution states:

“…all States shall prevent the direct or indirect supply, sale or
transfer to Iran, from or through their territories or by their
nationals or individuals subject to their jurisdiction, or using their
flag vessels or aircraft, and whether or not originating in their
territories, of any battle tanks, armored combat vehicles, large
caliber artillery systems, combat aircraft, attack helicopters,
warships, missiles or missile systems as defined for the purpose of
the United Nations Register on Conventional Arms…”

We are deeply concerned that air defense and anti-ballistic missile
systems, such as the Russian S-300, are excluded from the U.N.
Register on Conventional Arms. As you know, Russian transfer of the
S-300 to Iran would undermine our national security, change the
security dynamic of the region and undermine our diplomatic efforts.
We urge you to demand the inclusion of this system in the list of
prohibited transfers to Iran under the UNSC resolution.

Thank you for your continued commitment to a world without a
nuclear-armed Iran. We look forward to your prompt response.

Sincerely,
