Haiti's problem is that their government is
All " ONION ". Oppresion of the people for the benefit of the wealthy via their low-wage sweat shops.
The largest political party in Haiti is BANNED, the police and military are brutal in their repression of the people.
Simaltaneously there is no " APPLE ".
Lttle or no ; free public education, health care, pollution control, health and food safety standards, adequate bridges and roads, no workplace ( wage, hour, conditon, safety ) laws. 
Rampent child labor, no social security, high infant mortality, high rates of illiteracy, low life expectancy, high rates of infection and disease, high crime rate,.....
In essence, a " free market paradise " , for the wealthy that is.
And there is no need for this since Haiti is a country rich in natural resources and if the people could shake off their oppressors, Haiti would be a beautiful tourist destination.

Norway and the other hand has excellent civil liberty protections and simaltaneously the government plays a signicant role in the economy with many Labor and enviromental laws.
They have free health care for all, social security pensions that pay retirees close to the same amount of money that they earned when they worked, free education from daycare to University PHD, 6- month 100 % paid maternity leave for the mother AND the father, 5-6 week annual vacations, almost non-existent crime rates, some of the highest literacy rates in the world, high life expectancy,....etc., etc..
No Norwegian nor most Western / Northern Europeans want to emmigrate / live in the U.S. for decades, unless they are wealthy.
As my German wife's friends and relatives have said to her, that they enjoy visiting the U.S. on vacation, but can't understand how my wife can tolerate living here.
They see the U.S, as an interesting country but at the same time a very ignorant and brutal country.

  The people who live in Norway are a fairly durable sort.
  I am not sure how well they would do in Haiti, though.  
  Norwegian immigrants tended to settle in the northern climes that

    When government attempts to infringe upon citizens right to ; speak, write, assemble, associate, travel, form Unions, be arrested without evidence or warrant, have an attorney, and general Magna Carta, Bill ot Rights, and Habeous Corpus rights, etc..
    Also in general making gun ownership, abortion rights, drug possesion. prostitution, gambling, ( ie. victimless acts ) illegal and in general NOT representing the will of the people then YES, government IS the " net " being cast over them.
    That would be the " onion ".

    When government represents the will of the people and promotes the general common good like providing ; fire protection, road and bridge repair, disaster relief, pollution control, work place ( wage, hour, conditions, and safety ) laws,  prohibitions against slavery and child labor and yes,
    provides economic safeguards like public healthcare coverage for ALL, social security retirement / disability, free public education including K-12, community college and Universities, for those who want it,
    then that would be the " apple " and the " net " that protects and promotes the commons.

    Do we want to live in a country like Norway or do we want to live in a country like Haiti ?

      The positioning of the net.  
      Some feel the net is underneath them to catch them in case of trouble.

      Others feel the net has caught them already and has been cast over them
      to keep them from causing any trouble.
