People forget that Roe v. Wade was decided - on grounds generally  
recognized as questionable - by Nixon's quite conservative Supreme  
Court - in the revolutionary 1970s when the American establishment was  
worried by the rise of a poor (and black) underclass.

Supreme Court Justice Ruth Bader Ginsburg later told the NYT <http://www.nytimes.com/2009/07/12/magazine/12ginsburg-t.html?pagewanted=all

that we don’t want to have too many of."

That wasn't a secret. The anti-natal policies of the US government in  
the Third World in the 1960s had produced the common observation noted  
by Eduardo Galeano in "Open Veins of Latin America: Five Centuries of  
the Pillage of a Continent" (1971):

"In Latin America it is more hygienic and effective to kill future  
guerillas in the womb that in the mountains or the streets."
