Of course, Bismarck could have said the same thing about his social 
legislation of the 1880s, and no one doubts that it was done to dish 
the socialists...

There are later German examples.

The question is, is it a step in the right direction, or a careful 
attempt (that incidentally profits Wall St.) to prevent further steps 
in that direction?

The latter seems to me to be the case, and of course it would have to 
do some good to accomplish that.
