Appropriations Bill that cut the military budget, end the war in
Afghanistan, and draw down troop levels in Europe.

 The 2013 "Defense" Appropriations Bill is expected to be voted on in the
House this week. It would spend $519 billion for the "base" "non-war"
Pentagon budget plus $88.4 billion more on the war in Afghanistan. The bill
would allocate 57% of all federal discretionary spending to the military,
at a time when the House GOP leadership wants to cut food stamps, claiming
there is not enough money.

*Members of Congress will be introducing amendments to cut the military
budget. Urge your Representative to support these amendments by emailing

The following amendments are expected to cut the overall military budget:

- A cut of $1.1 billion (a freeze at FY12 levels) offered by Mick Mulvaney
(R-SC) and Barney Frank (D-MA); this amendment stands the best chance of
passing;
- A cut of roughly $7 billion to align the bill to spending caps under the
Budget Control Act; it is hoped this will be supported by the House
Democratic leadership;
- A cut of $19 billion (corresponding to program cuts proposed by Project
on Defense Alternatives and the Cato Institute) by Barbara Lee.

The votes on these amendments will shape the bargaining later this year
over how much the military budget will be cut. Military contractors and
their Congressional allies are trying to keep Pentagon cuts off the table.
Your Representative, by voting for amendments that cut the Pentagon budget,
will be putting Pentagon cuts on the table.

The following amendments are expected to try to end and curtail the war in
Afghanistan:

- Barbara Lee amendment to cut all funding for the war except for what is
needed for a safe and responsible drawdown;
- Walter Jones and Rosa DeLauro amendment preventing the use of funds past
2014 in support of any mission that does not have explicit Congressional
approval.

In addition, an amendment is expected to force the Pentagon to draw down
troops permanently stationed in Europe.
