The US government is carrying on neither dialogue nor debate with its victims, so the distinction seems largely irrelevant as we try to find ways to keep Mr. Obama from killing kids in Pakistan - or imprisoning without trial those who reveal his crimes.  

But perhaps the distinction has some significance for those of us who actually take up that task - if it's not just a rhetorical ploy to avoid it.
