Dear Robert,

Once again, the United States appears to be heading towards taking military
action in the Middle East. Pundits and commentators are abuzz with talk of
imminent cruise missile strikes and targeted bombing against military
targets in Syria. Yet to-date, Congress has not authorized any such attack
and it appears so far that the President is not going to seek such
authorization.

The United States Constitution firmly gives the power to declare war to
Congress. The President is able to take military action in emergency cases
of self-defense, but no one is claiming such justification for strikes
against Syria. In the United Kingdom, Prime Minister David Cameron has
recalled the British
Parliament<http://www.winwithoutwar.org/page/m/1aa3efdc/76a7d669/721523b6/64c1c23e/2743841978/VEsC/>from
their summer recess to debate and potentially vote on intervening in
Syria. Yet Congress remains on break with no plans to return for nearly two
weeks. On Sunday, Senator Bob Corker (R-TN) and Congressman Eliot Engel
(D-NY) went so far as to tell Fox News that President Obama should strike
Syria first and get Congressional approval afterwards. That could not be
more backwards.

Thankfully, some in Congress are standing up to this rush to war.
Representative
Barbara Lee<http://www.winwithoutwar.org/page/m/1aa3efdc/76a7d669/721523b6/64c1c239/2743841978/VEsA/>(D-CA)
recently stated, “Congress needs to have a full debate before the
United States commits to any military force in Syria - or elsewhere.”
Similarly, Representative Justin
Amash<http://www.winwithoutwar.org/page/m/1aa3efdc/76a7d669/721523b6/64c1c238/2743841978/VEsB/>(R-MI)
tweeted that it would be “unconstitutional and violate the War
Powers Resolution" for the US to strike Syria without congressional
authority.
