"Mr. Hagel ... said he would keep up pressure — through Special Operations forces and drones — on terrorist groups in Yemen, Somalia and North Africa." [NYT]

The euphemism ("keep up pressure") means that Hagel will support Obama's assassinations by drones and 'Special Operation' death squads - vicious and unconstitutional killings of men, women, and children in countries with which we are not at war.
