[Peace-discuss] (what about Illinois?) Koch brothers love Scott Walker — but not his tough-on-crime past

This article notes that CAP, a very Democratic outfit, has teamed up with
the Koch brothers on criminal justice reform.

What about Illinois? What's the state of play on this? Are there
conservative groups trying to push Rauner on this or could there be? Isn't
a state budget crisis a great time to talk about prison reform? The article
notes that some "red states" have cut prison costs by having fewer
prisoners. If they can do this in "red states," why not Illinois?
