Discussing it is not what’s required. 

The Democrats have veto-proof majorities in both houses. They can pass it anytime they want to. 

But they prefer to blame the impasse on the governor, because they are unwilling to offend La Salle Street.

We must demand the Democrats pass a budget, with a financial transactions tax. 

If they don’t do so, they should be rejected at the next election.
