consider the House and Senate budget resolutions.

This week, the House and Senate are scheduled to consider their
respective budget resolutions. These resolutions will
essentially frame the debate over the specific tax and budget
bills Congress will write this year.

The tax and budget plan approved by the House Budget Committee
on March 13 provides the clearest evidence to date that
President Bush's tax cuts for millionaires would be balanced on
the backs of poor and middle-income families. Under the House
plan, $1.6 trillion in tax cuts over the next decade would be
funded by cuts in important programs. For example, Medicare
would be cut by $214 billion and Medicaid by another $95
billion. The Senate's plan is not much better.

Call both your senators and your representative toll-free on
March 19 and tell them that they must oppose the irresponsible
Bush tax cut package, particularly in light of the fact that the
costs of a war with Iraq and its aftermath are still not known.

President Bush's so-called "economic growth" plan will benefit
primarily upper income people and provide almost no relief for
workers. Thirty-one percent of the nation's taxpayers would get
no benefit from the Bush economic "stimulus" package and almost
half would receive less than $100 in tax cuts. The reduction in
public revenue resulting from the overall Bush tax package would
leave our government $2 trillion poorer, at a time when many
public needs must be met.

The President's tax cut siphons money away from important
initiatives such as:

** STATE AND LOCAL GOVERNMENTS - State and local governments are
drowning in a sea of red ink. As a result, massive cutbacks are
taking place in important priorities such as education, health
care, drug rehabilitation, and childcare.

** EDUCATION - The President's "No Child Left Behind Act" has
not yet been fully funded. For Fiscal Year 2004, the President's
budget falls $6 billion short of the $18.5 billion called for by
the act.

** HOMELAND SECURITY/FIRST RESPONDERS - The Bush budget not only
cuts money for police, it also falls $10 billion short in
funding homeland security needs. Domestic security is being
compromised as firefighters and police are being laid off around
the nation.

** UNEMPLOYMENT - Over the past two years, the economy has lost
more than 2 million private sector jobs. Despite this, the
President's budget does not provide for extensions of
unemployment insurance for all affected workers.

resolutions that lay out the nation's priorities for the coming
