[Peace] emergency moderation off

The vast majority of messages to this list (peace) is still spam or virus
junk, but I'm turning off moderation so that genuine messages are no longer
delayed. To compensate, I cut the maximum allowed message size way down (to
25KB). This should at least filter out the virus junk. Genuine messages
larger than 25KB can still go through, but they'll be held back until I
approve them.

Let me know if there's objection to any of this...
